Deoclet Caesarius was a male Libertus who served as the Grand Mandator for the Core World territories of the Galactic Empire of Cyrannus, as well as the unofficial head of the entire Imperial Military.

Born in 59 BNE on the planet Corulus to a powerful aristocratic family, from a young age Caesarius felt that he was something special, ultimately becoming an admiral in the service of the United Republic of Cyrannus during the Great Cyrannus War, winning many victories over the Confederacy of Allied Systems. When the Galactic Empire of Cyrannus was formed, he became a strong supporter of the Emperor and his authoritarian regime and became a believer in bringing order and stability to the entire galaxy through military power.

When Potentate Tereyn Aeresius was promoted, Caesarius took his place as the Grand Mandator of the Core World territories, possessing governorship over planets such as his home on Corulus and the famous Capricaerón. However, Caesarius is a military man with his main aim being the extension of the master Empire into the wider galaxy, cluster and perhaps ultimately the Gigaquadrant.

During the Cyrannian Cold War, Caesarius became the unofficial head of the Imperial Military, vying for the Emperor's favour with Grand Mandator Taev Vosaetiur of the northern Outer Rim oversector. When Vosaetiur was killed during the Battle of Cadian, Caesarius continued amassing power within the Empire, overseeing many of the most successful campaigns against the New Republic during the Second Great War.

Caesarius led Imperial forces during the pivotal Great Battle of Orbispira in 20 NE, during which he committed suicide when it became clear that the New Republic and its allies would inevitably prove victorious.

History[]

Early Life[]

Born in the middle of 59 BNE on Corulus, Deoclet Caesarius was born into the planet's most influential family with his mother being one of the senators in the congress of the old Federation of United Worlds and his father being the planet's viceroy. The youngest of his clan, Caesarius was born with the desire to make his family and by extension, his planet proud by becoming as powerful as he could manage. Growing up with a strong sense of nobility and entitlement, Caesarius looked upon the lower echelons of society with a certain degree of disgust and tended to affiliate himself with only the most prosperous in society.

Great Cyrannus War[]

Caesarius: "If we are truly to emerge victorious in this war, we must first warn the capital against the impending assault. Then... then we shall discuss your knowledge about the Conexivus Route."

By the time of the Great Cyrannus War, Caesarius was an admiral in the navy of the United Republic of Cyrannus as well as a secret member of a mysterious organisation known as "Majestic-51", bringing him into contact with the Terminus Project, developed during the Second War of Black Fog. However, he kept his involvement in the project a secret and won many victories against the Confederacy of Allied Systems in the Great War. During the final days of the conflict, Caesarius received intelligence from the governor of the Mid Rim world of Taracondor, who had discovered an Oikoumene artefact seemingly linking Orbispira and the Confederate capital Carindes.

Admiral Caesarius commanded the Republic fleet at the Battle of Taracondor a week prior to the formation of the Empire.

Bringing the information to President Apollo, Caesarius was pleased when he was directed to travel to Taracondor to rescue the planet's governor, who was believed to have information on the so-called Conexivus Route. Commanding the prototype Imperator-class Star Destroyer Executrix, Caesarius led his fleet to Taracondor, where a Confederate fleet under General Zillum had already besieged the planet. Delegating the space battle to the captain of the Executrix, Caesarus and his trooper escort travelled to the surface of Taracondor, where they soon arrived at the Governor's Palace. There, they discovered that Zillum had executed the Governor, only to escape when they arrived. However, in the Palace they came into contact with a power broker known as Tyrómairon—whom he knew of by reputation through the Terminus project—and who possessed the information critical to understanding the Conexivus Route.

Pleased that he had made a powerful new ally, Caesarius agreed to escort Tyrómairon back to Orbispira. On route, he discovered that Zillum had led a significant portion of the remaining Confederate fleet to assault Orbispira, and was ordered to rally the combined Outer and Mid Rim fleets to free the besieged capital. When the mighty armada arrived, Caesarius oversaw the destruction of all remaining Confederate stragglers and promptly coordinated with Senator Guolivian to allow Tyrómairon to address a full session of the Senate. There, Tyrómairon officially declared the end of the war and the formation of the Galactic Empire of Cyrannus. Pleased to see the weaknesses and corruptions of the Republic swept away, Caesarius embraced the new Order and was declared by the Emperor as one of its architects.

Grand Mandator[]

Almost a year later, Caesarius was promoted to the politico-military rank of Grand Mandator of the Core Worlds. Pleased with the new power afforded to him, Caesarius began to make plans to extend the Empire's control over the galaxy and the rest of the Gigaquadrant. Though the Grand Mandator of the Core, Caesarius prefered to travel the Outer Rim and the Unknown Regions with the Imperial Navy, bringing order through military power in the galaxy's unlawful edges—a testament to his days as Admiral. Caesarius was present at a meeting of Grand Admirals during the first month of the New Cyrandia Wars, where he discussed matters relating to the infrastructure of the Empire in the face of the many threats facing it. To his surprise, the mutilated corpse of an Imperial officer with the sigil of the Cognatus Empire was translocated into the room. Though the room was in chaos, the booming voice of Caesarius managed to calm his fellow Grand Mandators who managed to keep the event a secret from the Imperial public.

During the Cyrannian Cold War, Caesarius informed Captain Delin Lassiter of a situation on the Vida'Rranlora archive, which had rebelled against the Empire. Though Lassiter suggested that the Empire make peace with the enslaved Vida'Rranlora holograms and emancipate them, Caesarius ordered her to quell the insurrection. When she retreated to save her forces from slaughter, Caesarius chided her for her weakness and was irritated when she closed the transmission on him. Later, he orchestrated the Battle of the Alliance Hubworld, ordering Grand Admiral Mortalagueis to command a fleet to finally destroy the Capricorn Remnant Alliance, considering them to be "more political than the damnable Resistance and more sympathetic than the Confederates". Caesarius subsequently watched with awe when Grand Mandator Vosaetiur utilised the power of the Cyrannic Imperial Battlestation to utterly annihilate the Alliance and all those who swore allegiance to it.

SenateDissolved

Upon the dissolution of the Imperial Senate in 14 NE, protests by pro-democracy citizens ended in mass incarceration and dozens of executions.

Almost five years later, Caesarius conspired with Grand Mandator Taev Vosaetiur to undermine the legislative power and authority of the Imperial Senate. Working against Senator Guolivian of Ancaoilion and even Potentate Tereyn Aeresius, the two apparently convinced the Emperor to dissolve the body in favour of granting increased power to the Mandator council. When the decision prompted riots on the galactic capital, Caesarius cracked down hard, arresting thousands of pro-democracy citizens and pro-Republic senators, only to be overruled by Aeresius, who used his power as Potentate to remove Caesarius from the Orbispiran justice system. Outraged, Caesarius instead turned his attention back to the Imperial Military, though swore his revenge on the Potentate.

Second Great Cyrannus War[]

The Emperor, in his wisdom has seen the galaxy dissolve into endless cycles of instability and chaos, with the actions of the self-proclaimed "New Republic" representing the latest iteration of this cycle. We offered them peace, we offered to accept with open arms, to stand hand in hand and rejoice in an age of eternal Cyrannian concordance. They refused and openly attacked us. Thus, as with any enemy of the Empire, when they rise up, we will strike with decapitating vehemence. If that did not suffice, we will continue, we will burn worlds and rend stars until they see the error of their ways. Thus, the cycle will end.

As the de facto highest ranked authority in the Imperial military, below only the Imperial Overseer, Caesarius was involved heavily in the "Operation", a plan which ultimately culminated in the Mou'Cyran Cataclysm and the outbreak of the Second Great Cyrannus War. However, despite his rhetoric of "decapitating vehemence" which found proliferation across the Gigaquadrant, Caesarius expressed scepticism in the destruction of the Republic capital by Taev Vosaetiur and the Cyrannic Imperial Battlestation. He believed that the Imperial Military would conduct the war with more efficiency and thus grew to hate Vosaetiur for his "blood lust". After the destruction of Mou'Cyran and the outbreak of the Great War, Caesarius spoke briefly with Vosaetiur in the midst of the Battle of Cadian, during which he expressed his outrage that Vosaetiur was planning on destroying the interim Republic capital on Capricaerón, believing that it would cause mass uprisings against the Empire. When he learned subsequently that Vosaetiur had been killed and the Battlestation destroyed, he allowed himself to smile—with the death of his chief rival, he stood poised to gain ever greater degrees of power within the Empire.

Angered by the Empire's crushing defeat at the Battle of Coruanthor, Caesarius became resolved to take a more active role in the Empire's campaign against the Republic. During a meeting with Grand Admiral Valindor Palenix, Caesarius ordered him to prevent the Rambo from acting out against the Empire, as they had during the incident at Noldágorel. After his meeting, he travelled to his Star Destroyer, the Executrix, and led a successful invasion of the Republic-held Apailiana.

Three years into the conflict, Caesarius coordinated the Empire's response against the Corruptus invasion of Vasuband, and later worked with Grand Admiral Tector Decimius to coordinate the Fall of the Twelve Worlds. At the climax of the conflict, Caesarius attempted to arrest President Apollo, though was prevented from doing so by the arrival of Aoirtae Valaeris and Kara Inviá. After the battle, Caesarius declared the end of the war and the formation of Republic regime under Zare'Anne.

Over the course of the next several years, Caesarius presided over the Empire's expansion over the majority of the galaxy, spreading from the Core Worlds to the distant fringes of the Ecclessoth Convocation. However, at the height of its power, the Empire was suddenly faced with the resurgent New Republic Remnant, led by Apollo, which won a stunning victory at Harborage against Grand Admiral Decimius in 20 NE. In response, Caesarius deployed his forces to the Occupied Republic, but failed to anticipate the strength of the Republic's advance, culminating in the Liberation of the Twelve Worlds and the restoration of the Republic as a formidable galactic power in opposition to the Empire.

Simultaneously, Caesarius heard rumours of traitors within the upper echelons of the Imperial hierarchy, and upon investigation, ultimately discovered that Potentate Aeresius himself had supplied Orbispira's defence grid plans to the New Republic. Arresting the Potentate, Caesarius gathered vast crowds before the Imperial Sanctum and publicly executed his traitorous former colleague, though his efforts would ultimately be in vain. The very next day, the ancient Great Beacon of Orbispira was lit, rallying the galaxy to rebel against Imperial forces, and prompting the New Republic to launch a surprise attack on the capital.

Caesarius oversaw Imperial forces from the Imperial Sanctum, overlooking his beloved metropolis as it was consumed in the fires of war. As the battle continued, Caesarius became increasingly manic and unhinged, watching as Imperial Star Destroyers fell from the sky and rebel forces, consisting of the New Republic armed forces and the civilian population, slowly push through the Imperial lines toward the Sanctum. Unwilling to allow the capital to fall into the hands of the New Republic, Caesarius ordered the navy to bombard the city from orbit, although given the chaos of the battle in space, no ship was in a position to carry out his order.

When he saw a statue of Tyrómairon fall nearby, Caesarius realised that all was lost for the Empire, and ended his own life with a blaster bolt to the chest. With his death, along with the apparent destruction of the Emperor soon afterwards, the Empire swiftly fractured into numerous competing factions. Among the citizens of the New Republic, Caesarius left a bitter and hated legacy, and is regarded as one of the most notorious Imperial war criminals.

Physical Appearance[]

An imposing male Libertus with dark brown colourations, Caesarius' appearance demanded respect from those around him coupled with a white Imperial uniform conveying his high authority within the Empire's hierarchy. Caesarius was also known to wear an unusual implement over his eyes which conveyed tactical information during a battle, or simply to intimidate those around him.

A military man at heart, Caesarius was a strong believer that in order to maintain the Empire's vast territories and to expand them indefinitely, a titanic navy was needed to maintain the rule of law in the unruly cosmos. Though he appeared cold at first glance, he was capable of becoming charming and charismatic at a moments notice while also being capable of becoming ruthless and unforgiving to those that have angered him.

Before the rise of the Empire, Caesarius was a strong Republic patriotic who harboured a strong hatred for the Confederacy of Allied Systems, seeing them as nothing more then rebels and criminals. When the Empire accepted Confederate admirals into the Imperial Navy, Caesarius was both shocked and horrified, especially of the former Confederate General Zillum becoming the leader of the Navy. Though he was a strong admirer of High Cyrannian Culture, he was in no way xenophobic against extragalactics though he strongly believed that they would be better off under the protection and membership of the Empire.
