All beings on a planet that produce energy for themselves using sunlight or natural resource as a fuel to grow and reproduce are considered plants.

Initially, plants will be available on your homeworld, presumably as herbivore food sources (if not more). In later stages, they can be manipulated through the Plant Editor.
