Ethnic Cleansing is the practise of 'cleansing' a particular ethnic or cultural group within a civilization, generally through violent means, but sometimes 'breeding out impurities'.
Ethnic cleansing may also be attributed to the process by which you destroy opposing civilizations. This is, however, more along the lines of racial cleansing.
In the civilizations, players may choose to deal with other civilizations through peaceful or warlike methods. In the 2005 GDC Presentation, it was shown that the different civs had different citizen behaviors.
Since it is not clear what happens when a player "conquers" his or her home world, and if the different races can be enslaved, melded into one, or eradicated, it is unknown what kind of alien racism may develop, and how it would affect your civilization.
It also isn't known if you can co-exist with another race on another planet. Although the player will be able to eradicate the natural species in favor of having his own propagate the new planet.
[edit] Genocide
With the ability to destory entire planets, genocide seems to be entirely possible. It was demonstrated in the GDC that you could blow up a planet, and many species only exist on a single planet. The use of individual mass killings in order to rid cities of it's inhabitants for your own use ("capturing" a city) is still unknown.
Also, there will only be your species running cities on your home planet in the civilization stage
