Topic naming
Please leave all messages of the same discussion under a single header, and don't use "Incoming transmission"-style messages unless for whatever reason that will be the title of the discussion. They're unnecessary anywhere other than on talk pages, and they just look messy on a discussion board like this.

Hello from the Oppelniez Noocracy! We are searching for about 3 systems, and we believe that the Katar sector is a great place to settle down! Our planet exploded a few thousand years ago, and as a result we've been living on this ship with another sapient society called the Oasdurjl. We are looking at three systems are near a star with no planets in the Watcha subsector. Our ship can only handle about 30 billion people, and we have a rapidly expanding 27 billion, so we need a few planets fast! We are also running out of power, as our ship was powered entirely by our planet exploding.
The Hegemony of Exterioris would like to support your cause. Not directly of course, but we would like to work out a lend-lease program. Basically, we give you supplies (guns, vehicles, armor, medicine, food etc.) and once the war ends, our former space within the Katar Sector shall be granted back to us. We are willing to lease additional bases for an adequate price.
If so, we shall also send military advisors to help with strategic planning and logistics. Do not worry, we will use our own ships to bring in the supplies. If the Tarkan Empire want to disrupt this supply line, they'll have to deal with us. But it won't come to that. Hopefully.

Farengeto City has hospitalized several seriously ill citizens suffering from an unknown ailment. Disruptions are not to be expected, however everyone is advised to extra precautions to prevent the spread of germs.

But before you do change the prices, I'd like to know a bit more about how they work and maybe we can strike a deal. Is it a good gig?
"As many of you are aware, two [Farengeto] days ago 3 people were hospitalized with an unknown illness causing rapid shutdown of the nervous system. Infection has increased expoentially since then, with 81-" He pauses for a moment, "make that 82, confirmed cases hospitalized across the City and 3 further cases across the planet in Malina. Dozens of suspected early cases have already been reported.
Doctors have been unable to isolate the contagion thus far, and its origin remains unclear. What is clear is that this is extremely contagious and must be controlled. In mere days it has gone from unknown to hospitalizing 85 people in critical condition with who knows how many more infected. It shows no genetic boundaries, infecting any species it can. It may be mere months before the entire ecosystem may become at risk.
We do not yet know what this is or what caused it. We do not know how long its incubation period is. Thousands of you may be infected already. It may have spread to other worlds, or even beyond the borders of the Republic. On advisory of the FDCB, the contagion has been upgraded to pandemic status and the planet of Farengeto under heightened alert. We are now at Alert Level 2. All aerial traffic will be monitored for the pathogen. All spacebound vessels will be subject to intensive searches. Public services may be terminated as data becomes available. The Tekar corporation will release a patch to FINIS systems to detect early symptoms. If you believe you or someone you know may be infected, avoid contact at all cost. Isolate the infected and call emergency services. The Republic of Farengeto is prepared to act.

I am afraid the Empire is closing its borders to all Farengeto craft and any others that are suspected to be infected. However, we are willing to send several regiments to act as peacekeeping teams along with a team of reasearchers to help with the situation.

Dear nations of the Katar Sector, the lower half of the area known as the Former Aeoneonatrix Territories has been selected for colonization by the Greater Hal'Sk Empire. In a few weeks time there will be military and civilian movement in the area while we establish the colonies, do not be alarmed.
If any nations object to this colonization project, please notify us by contacting the Ministry of Foreign Affairs and your complaint will be considered depending on what it is. If you have complaints, you must contact the Ministry of Foreign Affairs before we start on the colonization, other wise they will be ignored.

Well, consider this a complaint directed towards this "Ministry of Colonization", on the grounds that you violate several treaties, agreements, and obligations that powers far larger and more powerful than yourself have committed to. One of which is that you did not "request" to colonize, you simply said you where! Certainly not a good start to what I am lead to believe are supposed to be perminent settlements. Another complaint, I may add is the proposed zone you wish to colonize. Even if we graciously allow access to you, this will leave your colonists directly within the Farengeto's sphere of influence; Our valued allies. What I suggest is that you try again, this time asking for permission, and change your location where which you wish to colonize.

I'm terribly sorry with how the Ministry of Colonization has worded their request, they are still following pre-democracy protocols when it comes to this sort of thing, so they aren't that... Refined when it comes to doing this.
That being said, we did not know that it was in the Farengeto Trade Coalition's sphere of influence, and we certainly do not mean to be infringing on any nation in this sector. Of course, if it is possible, I would like to perhaps work out a agreement with both the Drodo Empire and the Farengeto Trade Coalition, and any other nation of the Katar Sector that wishes to join in on it. If not, we will change where we set up our colonies.
Once again, I am terribly sorry for the complications the Ministry of Colonization has caused, and hope we can come to some sort of agreement.
The Farengeto Trade Coalition is willing to discuss an alternative colonization location, however the space near the Farengeto Republic, Ezlang Republic and Gargator Republic is off-limits, and any foreign colonization in the Delcath subsector must be approved by the Coalition's Trade Council in addition to the approval of the Katar Sector Alliance that applies to the full sector.

Understandable, I am completely willing to discuss another colonization location, if that is fine with you. After a quick meeting with the Ministry of Colonization and other officials, we have chosen a new possible colonization area, which is marked on the map below in red.
If this new area is fine with the both the Farengeto Trade Coalition and the Drodo Empire, we will colonize here. If not, we will choose another location and continue discussion with you about the matter.

Hmm... This location -Along with the fact that you have requested the location- is perfectly acceptable and good. Very well, I'll notify the parliament about this at once.
The Council has voted to allow Hal'sk colonization within the request region, so long as you do not interfere with the Coalition's primary hyperlanes, specifically those connecting the Farengeto Republic to the Drodo Empire and the Tausan Republic. We request that you keep colonization reasonable, further review of your colonization may be performed by the Katar Sector Alliance and your approval may be revoked.

Thank you to both the Farengeto Trade Coalition and the Drodo Empire for allowing us to colonize in the selected area, we will keep our end of the bargain and not go crazy with the colonization, we only had a small colony in mind. I am sorry this is how our first interaction with each other went, and I hope in the future we will meet each other with the intention of friendship and co-operation.
