In the 2006 E3 video Will Wright pulls his UFO up to an inhabited Moon that was obviously orbiting a large gas giant-type planet. It was later revealed that the moon was a colony of an alien civilisation called Greevils.
Also, it is unclear if your home planet can support a moon and you can start a "space race" to the moon in the civilisation stage, much like the space race of the USSR vs. US
