I believe that the most efficient way to restore order to Cyrannus is have it being home to exclusively Cyrannians. Extragalactic empires can bring many undesirable effects such as outside wars, socio-political strife and generally, problems that we do not wish to have.

Andromeda is inconsequential. We have no intention of waring over the remains of empires long gone, it has little importance to us and yet nonetheless the small amount of territory we have there is bravely protected by the might of the Vartekian. Considering that they have not yet been enriched with Imperial weaponry and technology, you can imagine what would happen if any nation tried to attack us in our homegalaxy. Surveying all the evidence, I believe that the JPA is the rightful heir of the Jovar Empire. The JSR was formed from corruption and money-grabbing corporations, one of the factors that led to the dissolution of the Confederacy. With time, I imagine the same will transpire for them.
The problem is that they do not necessarily hold true to these mentioned founding qualities anymore. While the JSR may have been founded out of the greed of a single banking tycoon, might I remind you that he was ousted from power due to unknown events. He is considered a radical even now by the citizens (oh the irony), and they now seem to follow a strictly imperialistic, empire-building doctrine in their current policies regarding the intergalactic community. This is in direct alignment with the original beliefs of the Jovar even prior to space exploration, as most Jovar states of the past were highly militaristic. However, I do find their use of socialism as a bit odd and contradictory to their plans...

I've talked to some Kraw in Askrinari, and they told me Kies was preferable because "the Universe hates the Kraw People and the Galaxy, thus Kies and agressivity are the right choice for the Kraw."

This is odd indeed, the UDB only picks up subspace transmissions of a certain frequency. This must be somewhat a new signal, since it would have been picked up before otherwise. Or, the ship has just floated out of a highly signal disrupting zone.
If my knowledge of the technology of that period is correct then it would have been using a tachyon relay system. Such hypermatter could theoretically travel through subspace or perhaps the signal passed through an anomaly. However the fact long-range comms on the Axon are apparently damaged could be another reason - perhaps the signal's repetition has not been as regular as originally designed?

Let's see... Any realspace transmission would have reached the mid-rim by now so the former is a possibility but unlikely since the nearest Imperial relay is 30,000 light years from the core and we only discovered it just now. We programmed signals like this to regualarly transmit until help arrived so it is most likely the ship remains somewhat operational. If the AI sent this message then the latter possibility is likely. If i can extrapolate the signal's age by examining the signal strength combined with the disruption level and the estimated distance to the nearest relay... Calculating average transmission speed... This particular pulse must have been recent meaning the ship could still be operational.
