Question: When you are in the creature stage could you find villages and cities, then gain sapience and have wars with other species?

The demos reveal that competing cities on your own planet seem to be populated by members of your own species. The same seems to be true for tribes. However, alien races found on other planets can be at any stage of development. It is unknown what happens if you kidnap members of other sapient races and transplant them to your own planet.
